The assumption that underline your government's approach to a potential nuclear emergency responses is inherently flawed. The question is not "if" an emergency arises, but rather "when". The same flawed thinking is also present when dealing with climate change or oil spills. Here too the question is not "if something happens" but rather, "when something happens". This is being proactive and it differentiates good governance from bad governance.
