As with Ontario's cap and trade system, the province should absolutely not repeal this legislation without introducing, at the same time, alternate legislation. While it absolutely has flaws, the Far North Act provides one of the only opportunities for First Nations to make decisions over their land and this should not be steamrolled in the name of development. Most First Nations would be absolutely interested in having developments on their land given adequate engagement and flexibility on the part of industry-- it is inappropriate for a government to not give the opportunity for collaborative developments.
You must not repeal the Far North Act. If you do, Ontario must introduce some opportunity for Indigenous communities to develop their own land-use plans that third-parties must comply with.
