Further to your review of CA's and how they operate.
All conservation authorities are not blessed with large populations in their watersheds. Some have relatively small populations that serve a large land mass. this makes it very hard for some CAs to fulfill their gov't mandates and do projects that would be beneficial to the population they serve. At the present time all CAs are treated as equals. I suggest that this is not the case. E.g. If a dam had to be built in LPRCA or HCA that cost $100,000 no matter which location, the burden on the small LPRCA would be onerous, compared to the burden on Halton. To this end I would suggest that CA's be grouped into A's and B's with different percentages paid to each for projects of the same value. This would recognize that some CAs are more than a little disadvantaged when it comes to project financing. The recent cuts to general revenue supports by the provincial gov't would certainly have a much larger impact on the smaller CAs.
