To truly reduce red tape would be to move CA's under the Ministry. Two reasons for this 1) streamline administration 2) move none core programs with the Ministry for which the Ministry does already

Remove municipalities from direct support (Boards and Finances) due to competing munis in each CA which makes it unfair for rural members versus urban members from a priority and numbers perspective i.e. North Frontenac versus Ottawa in the MVCA.

Additionally the Boards are too large and ineffective to manage the CA. Basing this on my view of MVCA which has no asset management plan and dams, roads etc. do not have sustainability plans or the financial resources to maintain/sustain the infrastructure.

Let MOE look after water, aquatic and watershed land quality and protection (they already do that) and let CA's look after water management supply only.

Allow CA's the option to provide municipal services under an MOU and financial agreements with each municipality for planning matters.
