On behalf of EDF EN Canada, I would like to submit the following comments:
•EDF EN is supportive of all measures that provide protection to consumers;
•EDF EN recommends that additional clarity be provided within the regulation to ensure consistent interpretation of the regulation by both consumers and retailers. For example, if a consumer complains about a cancellation fee because it “was not clearly disclosed in the contract”, what is the mechanism for determining if the contract was “clear” or “not clear”? Will any guidelines be provided to industry regarding interpretation of this regulation?
