Motorcycles should definitely be allowed to use HOV Lanes. Not only are motorcycles more fuel efficient than many "Green" plated cars (especially bikes under 650cc), but the left-most Lane on the highway is by far the safest place for a motorcycle to be; even the MTO's Motorcycle Handbook states this.
Allowing motorcycles in the HOV lane will reduce congestion and dramatically improve safety for motorcycle riders. This change is long overdue, let's get it done quickly!
