This is a SAFETY concern as far as distance from a right of way
Safety for the road users and safety for the bears and hunters

Possibly 200 m may have been far or farther than most Outfitters / hunters have gone in the past ( pre 2016 ) to set up a bear bait.

But I would also consider a distance of 30 m to set up a bear bait forma roadway way too CLOSE

I would consider a distance of 100 m appropriate from a public roadway for a bear bait

I say this from experience as I've seen bears that were shot properly and travelled ( ran wounded) distances of 25 m to 80 m before dying

If appropriately a 100m bear bait distance was applied away from a roadway/ trail it would be sufficient to avoid conflicts / accidents with multi use users scubas hikers, joggers , canoe portages, and motor vehicular traffic
