I think it's important to consider where the money from these penalties will be going. I would suggest that a portion of the funds be directed back to support rehabilitation of the harm done or support some other sort of environmental project. I'd suggest a tracking system to ensure the funds are being used appropriately.

I'd also suggest amending the Environmental Protection Act and other pieces of environmental legislation to allow for the disposition of a portion of fines to be received by the Ministry instead of having all of the fines directed back to the Municipalities in which the offences occur. A portion of the fund could be allocated towards environmental rehabilitation in the area of the impact. There could be excellent PR that results from this for the Province and the Ministry.
