This proposal is terrible. It is inhumane and indicates to me that this government is being influenced by hunters in a world where people are trying to take care of their environment. Why on earth would you draw a bear closer to trails where people hike, walk their dogs, camp, etc.? Why would you water down the sport of hunting to make it less of a sport - anyone can stand on a trail - there is no sport in that.
This proposal is unacceptable and disgusting. In fact bear baiting should be completely illegal.
This should not be called hunting - it's simply bait and slaughter. Please do not allow this to happen. Many of us actually care about our animals and environment.
