This is long overdue - the CA's have expanded out of their primary reason for being (flood plain management) with a financial impact on taxpayers through municipal levies.
CA's have taken on species at risk, wildlife management, forest management, invasive species, water quality across whole counties or regions instead of within the flood plain duplicating and stepping on the toes of the MNR and MOE all at the added costs to private landowners to cover permits and staff time. They have attempted to the sole voice for all things environmental across the whole landscape and not just within the floodplain.
Even within the floodplain all floodplain mapping is now included in municipal, county or region planning departments which in effect eliminate the need for CA staff reviewing planning documents (for a fee) as restrictions and conditions are already built into official plans.
They need to focus on flooding and floodplain management and the management of any lands they have been willed or purchased (many of which they used provincial funding through the MNR.
