Following your "one-window" approach for modernizing the Environmental Assessment Act, the government should automatically grant the required Environmental Compliance Approval (ECA) for project elements (e.g. stormwater management) that have been adequately considered as part of the project's Environmental Assessment.

That said, with regard to promoting business in Ontario, you need to modernize Ontario's ECA process much more than you need modernize the Environmental Assessment Act.

As a separate comment, I think the Environmental Assessment process for all provincial highway projects should be strengthened given the substantial number of "directly affected persons" and the potential for serious harm to fisheries due to the sheer number of highway watercourse crossings.
