From the documents submitted by the company, it is not clear to me if the used water discharged by the Cement Plant in the Charlebois creek towards the Ottawa River will contain hazardous levels of heavy metals that could make drinking water unsafe and damage wildlife. Experiences from other cement plants in North America suggest that highly specialized waste water management systems are required to filter out heavy metals which can be hazardous even in trace amounts. http://www.sfgate.com/bayarea/article/Cupertino-area-cement-plant-fined-7-million-for-6231855.php Moreover, cumulative effects on the Ottawa river heavy metal levels that would result from the combination of the releases of the proposed cement plant and the releases from the existing Ivaco Steel Mill (located just 3 kms east of the proposed cement plant location) must be assessed in order to provide a realistic impact assessment.
