This reduction in distance is completely appropriate for bear hunting over baits. This makes complete sense. I can see no public safety issues or disadvantages. I don't know any bear hunters who even want their bait sites to be "advertised" or obvious to anyone else- 30m or 300m makes no appreciable difference other than to the hunters who are maintaining a bait site. Additionally, I have several friends who have physical limitations and a decreased distance would be advantageous to them.
