I would like the wording of the section 21.1 to be more specific. What is considered "mandatory", for example? And, what will be the role of our regional conservation authorities? Their roles and powers should not be diminished, but they should be strengthened. Conservation authorities have done invaluable work to preserve clean air, animal habitat, safe human habitat, to name a few of their services especially since Hurricane Hazel destroyed our flood plains.

More than ever, with our climate becoming more unstable, we see our natural environments at risk, causing our homes and properties more risk. This is not the time to be giving our watersheds choppy attention; we need a holistic look at the problems that conservation authorities so well manage.
