The reduction in setback of bear bait from 200 metres to 30 metres is irresponsible because it risks unsuspecting people passing close to where bears have been attracted to. Such a bear encounter could result in serious harm or death. Usually Canadians are advised not to leave food (bait) out to attract bears where there can be conflict, so this seems like a reckless change.
Also, attracting the bears to busy roads could result in collisions that could kill not only the bear but cause serious harm or death to those in the vehicle. This is an unnecessary risk to drivers.
This change in legislation is a mistake and I hope you will not pass it.
