Under the Minister’s regulation-making authority to exempt some types of developments from the new community benefits charge, the Minister should include a regulation that indicates that a community benefits charge not apply to developments proposed by a non-profit housing provider or a partnership with a non-profit housing provider where at least 51% of the units will be provided as affordable housing and the non-profit housing provider will maintain a majority interest in the project;
