Seems to be a southern Ontario scenario applied across the province. I do see the need for this type of rule where your bullet may cross on to your neighbors property. I feel living in the north and through bear hunting experience that I am typically 50 meters off a road way that is not in use typically before this discouraging law came into affect. I personally think 200 m is excessive for southern Ontario and that Southern Ontario (Sault Ste. Marie or Sudbury) be given 100 m and north of Sault Ste. Marie, Sudbury, North bay be give 50 m. This way public safety is maintained and forest values are as well for instance unnecessary cutting of trails 200 meter off a road way and damage timber for the forest companies and areas of concerns like scientific plots and nesting sites unaware to the public.
