•Allowing municipalities, the power to prescribe the percentage of the land value themselves that should be allocated to the CBC charge could be detrimental and could make development less viable from a financial perspective. This will in turn not increase the housing stock.
•The province should prescribe the percentage of the land value to be collected for the CBC to ensure regulation. Regulation by the province is important as some municipalities might abuse this power. Studies can often be swayed to work to the outcome desired, some municipalities often determine the outcome of studies first then find supporting materials to prove those points. If the province maintains this power, then they can then conduct the appropriate studies to ensure consistency amongst municipalities.
•Another issue that could arise is uneven distribution of funds to neighbourhoods. Under Section 37, a portion of the funds generated had to remain in the ward where development occurred, with the new CBC charge how can you ensure funds are distributed equally to the city. Will some neighbourhoods become favoured leaving others in need of community benefits?
