Hi, as a recently graduated community planner, currently conducting an internship, I have some suggestions to make the PPS clearer and more useful:

- 1.1.1. Recommend rewording this policy by including in the first sentence either a directive ("shall") or enabling language ("should") for municipalities to follow. Preferably "shall" since this policy appears to be a top priority given its position as the first policy in the document. Right now all of 1.1.1 sounds like merely a general vision statement.

- 1.1.3.3. This needs re-wording to make the policy clearer - it's a confusing run-on sentence right now.

- 1.2.2. "shall engage" with Indigenous communities and "[shall] coordinate" on land use planning matters. Great to see this policy! Will MMAH provide guidance on best practices for this?

- 1.3.1 (a). What do "mixed uses" refer to? Especially since the same sentence already talks about "appropriate mix and range".

- 1.3.1 (c). Suggest add a definition for "market-ready sites" - could simply be a reference to the definition used by Ministry of Economic Development, Job Creation and Trade for which a certification program is in place.

- 1.4.1. 12 years as the timeframe might be hard to work with as it does not coincide with typical 5 year intervals like that used by the Census.

- 1.4.3 (b). What are "needs arising from demographic changes and employment opportunities", considering this refers to individual residents?

1.5.1. Given that health is one of the biggest public policy issues, recommend this policy on healthy, active communities uses a directive (i.e. "shall") rather than enabling language ("should").

- 1.6.5. Recommend adding a definition for "community hubs".

- 4.7. Section 4 seems an odd place to put this policy that's primarily about housing (and to a lesser extent employment uses)?

- Generally: Province appears to be lessening the importance of smart, efficient growth, at least in terms of the relationship between land use decisions and impact on infrastructure needs?

- re: definitions. Defining and laying out so many types and uses of "housing options" is a good idea.

- re: definitions. Suggest clarifying that the definition for "legal or technical reasons" is specifically for the purposes of policy 2.3.4.2.

- re: definitions. Would like to see definition of "public service facilities" explicitly include public libraries, similar to to explicit inclusion of long-term care services as an example.

- re: definitions. "Recreation" is given a definition but most instances of the word's use throughout the document are not italicized, except for one instance in 1.5. Does this definition only apply to section 1.5? It should at least also apply to its use in the definition of "public service facilities".
