How can you "maintain" a protection for the environment that does not already exist? Though the PPS 2014 in theory gives equal weight to extraction and environmental protection, in practice extraction is the only consideration.
How about doing something radical like finding other materials? Like building less? Like de-incentivizing large single-family homes in favour of small, affordable, community-centred housing?
This is a farce. "Cutting red tape" means expediting extraction. "Self-reporting" means no oversight at all since I doubt your plan includes hiring sufficient numbers of inspectors to monitor promoters.
