I am writing with respect to the current proposal for emissions testing on heavy duty commercial diesel vehicles.
The recent changes to the regulations under the Highway Traffic Act regarding a carve-out for personal use heavy duty pickups eliminated the requirement for annual inspections and eliminated the requirement for a CVOR when pickups are used only for personal purposes and when the GVWR of the pickup is under 6,500 kgs.
This has been a welcome change by personal use pickup truck owners who are using trucks strictly for personal use, such as towing camping trailers. It was a big step in untangled the quagmire of regulations in Ontario that trapped personal use pickup trucks in the confusing regulatory environment of commercial trucking.
It is my hope that this recognition of the distinction between personal use trucks, diesel or not, continues under this current proposal. There is a big difference between my pickup, used only for towing a trailer 10,000 kms a year vs. a transport truck that sees 100,000 kms a year or more.
