This bill makes it cheaper for companies to pollute and lacks sufficient incentives for companies to modernize waste solutions. Research consistently demonstrates the need to align fines and rewards with a bottom line understanding applied in business, I. E. Whatever costs less (to be more environmentally friendly or to dump toxic waste and pay a fine) , the result will align with those costs for companies to optimize costs and profits. It's unclear if this counter-productive bill (not smart, not for the environment) is the result of back door agreements with businesses or if this is the result of incompetence but either way, this is a massive fail.
