c) The valleylands of urban areas within the outer ring municipalities should be included within the expanded Greenbelt.
d) In considering the designation of rural settlement areas within the expanded Greenbelt area, the pipes in the ground and approved servicing works on the day of the passing of a new Plan boundary should be the basis for determining what is available. With the lag time that is evident in any planning scheme, there will be continued rural sprawl activity due to continuing economic factors. e) The agricultural system and natural heritage system work of the province can be used to substantiate the need for an expanded Greenbelt area in the GTHA. In addition, watershed studies by the CAs can 'cement' the need for a more robust green infrastructural approach to defining the critical life-giving organs and circulatory system for the Greater Golden Horseshoe.
Please give upmost attention to this matter, and do not get bogged down in considering the disintegrating status quo thinking that many municipalities within the expanded area will throw at you. Our children, and our children's-children, and our children's-children children, and so on will thank you.
