I am an Insurance Broker and we have a program that provides insurance to many small/medium businesses that their operations include the application/use of pesticide, herbicide or rodenticide. I believe that a $2,000,000 minimum limit for the Commercial General Liability (which covers death, injury or property damage arising out of any one incident) is great. The imposed changes to (5) are a little extreme to increase the required limit to $2,000,000 and will be costly to these contractors.

I have been providing coverage for almost 18 years to these operations and our program have never had a large pollution loss. We may have had a little overspray or a small spill from a tank claim in those years, but nothing near $1,000,000. I do believe that they should be carrying at least $1,000,000.

(5) The contract of insurance required under subsection (1) shall provide pollution coverage respecting the emission or discharge of chemicals into the environment as part of the business operated under the authority of the licence in an amount of not less than $2,000,000 with respect to death, injury or property damage arising out of any one incident.
