If only one ministry is to approve water taking permits and the operation of water power facilities, it should be the ministry with most concern for the health of our lakes and rivers and the species that populate them. While I am a proponent of reducing duplication of work, I am concerned that if only the industry ministry reviews these proposals, industry will be allowed to destroy Ontario's waterways -- arguably our most important resource.
