Please Consider adding the word:
OPERATING Waterpower dams that were built before 1961 are exempt from requiring a permit unless they have since been modified.
My concern is that an orphaned power dam may continue to hold back water but avoid the requirement of scrutiny and a plan. There are Waterpower dams in Ontario that were constructed as early as 1827 that the owners, if the owners can be identified, simply ignore. In time, all dams should have a permit attached so it is clear and transparent as to who is responsible for their risk, maintenance and operation.
