Given the track record of the present government on environmental issues I do not trust that these supposedly efficiency changes will not reduce the efficacy of the Pesticides Act in preventing ecosystem damage including the risks to pollinators and human health. You must maintain current restrictions on neonics, including third-party verification and reporting requirements and work toward a comprehensive ban on these chemicals.
