It seems to me like trying to avoid responsibility and continue to have a benefit of being exempt from rules that are there for a reason - it is easy to chop down a forest, but not easy to restore the habitat for endangered species.
Forestry industry needs to do the work, and get all the approvals under ESA even if it is disguised in this proposal as "duplicatuon".
I am against this.
