Against. Cannot imagine visiting the area in the summer heat and not smelling that. Example ever smelt an outhouse on a hot day? That's what it will smell like only completely open. There are many people that live in this area... I'm sure that would not be appealing to live with. Also how can the hauler guarantee what ppl flush or what goes in ppls sceptics... when we moved to our current home, we had our septic pumped right away and there was 2 feet of baby wipes. Not to mention toxic cleaners, tampons and condoms!
