I think this proposal is out of touch with reality.
The DART protocol as it exists today does not work. There are few drainage projects where it would apply to. Codifying it in a regulation is a waste of effort. if it is not working today, putting it in regulations will not change that.
These so called minor issues blocked by the CA is not what is causing excessive costs. The Drainage Act under section 78 provide a list of often required maintenance, repair and improvement projects.
If you want an effective change, then provide a regulation where these Section 78 projects cannot be blocked by a CA. Otherwise this is nothing more than a make work project that will be equally ineffective as what we have in place today
