Please unbundle this, in terms of timing of implementation, with Schedule 3, 3.1 of the More Homes More Choice Act (exemption for secondary dwelling units in new residential buildings).

Schedule 3, 3.1 should have already been in effect. I am a homeowner building a new home starting this spring and waiting for the proclamation date. I would like to include a basement suite (secondary dwelling unit), but until 3.1 comes into effect, my municipality will apply $14,000 in Development Charges. That's enough that I won't bother. No doubt there are hundreds, maybe thousands, of other homeowners across the province in a similar situation.

Secondary dwelling units are simply good public policy. In my neighbourhood, it's the only way to introduce relatively affordable market housing, delivered quickly by homeowners and the private sector. Enough with municipal cash-grabs and political delays, let's get these units built.

Please introduce a proclamation for Schedule 3, 3.1 that comes into effect immediately, and that is completely separate from other more controversial matters related to Development Charges. Thank you for your decisive action.
