Please provide clarity on how growth-related studies can be funded. It is clear that growth-related studies for DC eligible categories can be funded through those capital programs, ex: roads, emergency services, etc. However, what about the growth-related share of general growth and planning studies, such as Official Plans, Zoning By-law reviews, etc.
Please provide clarity on the treatment of negative reserve fund balances for categories that are not longer eligible for DC funding. How can we recover negative reserve fund balances when DCs are no longer being collected.
