The integration of transportation and land use in the region is a key strategy identified in Metrolinx’s 2041 Regional Transportation Plan. The development of complete communities and transit-oriented development is essential to achieving the vision set out in the 2041 RTP. Complete communities provide convenient access to most of the necessities for daily living, including an appropriate mix of jobs, local stores, and services, a full range of housing, transportation options and public service facilities.
If the proposed changes are enacted, a monitoring program would help to evaluate the benefits and impacts of the changes in facilitating the creation of complete communities.
Further clarity is requested as to whether municipalities are able to include transit services and related transit infrastructure in any Community Benefits Charge strategies that they develop.
