The covid epidemic has restricted normal public input to this proposal.
The consideration of this proposal must be delayed until covid restrictions are taken off.
After public discussions have been conducted and those people affected by this proposal have had a fair opportunity to respond, perhaps a health assessment should be conducted.
Now is a time of mental stress for everyone. There is no need to proceed under these conditions.
