1. Municipal consent
A very good idea as long as the Ontario Government supports their municipalities such that they do not need to sell their water rights to compensate for lack of funds.
Good to give strength to local voices, but such commercial bottled water taking should in and of itself be phased out. There is nothing good about plastic bottled water... polluting from start to finish.
Giving the decision making power to local municipalities makes them vulnerable to pressure from large corporations.
2. Proritizing water taking
Considering we are not the only species defendant on water, priorities should include the whole ecosystem, on which we all depend, looking at the entire watershed and beyond.
3. Managing water
Yes. Cities globally are running out of water. This is a new challenge we must undertake a.s.a.p.
4. Transparency
We must limit the backroom deals where corporations exercise undue influence in policy, especially to the detriment of environment and local citizens.
