The gate keeper should be the the local municipality, ie if the local municipality is on record as saying it is not a willing host to water extraction for profit by any corporate entity Th at should be the final word.

I live in Centre Wellington Township which has been designated as a growth area under Places to Grow. We are already at capacity for municipal water taking. To accommodate new development coming on stream, it has been determined Th at as many as 4 new wells will need to be drilled . The premier location is the site proposed by Nestle Water Bottling for it’s purposes. Allowing a permit to be issued to Nestle or it’s successor, will preclude our ability to accommodate the increase in population mandated by the province.
