I do not agree with the take of wild raptor species in Ontario. There are enough captive bread raptor species available now and to prevent poaching and the resurgence of a black market falconers should continue to purchase their birds from licensed breeders. The best place for a wild bird to learn the skills it will need to survive in the wild in in the wild with the assistance of their natural parents not humans. many lost or escaped falconry birds have been found in the wild dead or starving and near death because they were not able to sustain themselves so how can we be sure the bird was trained well enough by it human captor! Goshawks are very difficult to work with, do not do well in captivity, and have not been bread in captivity successfully so the experience with the species obtained by falconers is not proven. The continuation of the sport of falconry does not depend on harvesting wild raptors.
