My brother has been a falconer for over 20 years. He has explained the draw system to me where it is difficult to plan and make preparations, in anticipation of winning the draw for a wild take bird. Making changes, so that a falconer with a licence, could obtain a bird without the draw makes sense. Although I live in the US, many of the states having already adopted this system, which many of them catch a bird in the fall and release it in the spring, with no impact on the wild population. This is good for the falconer as they can improve their skills. The more birds you can train, the more experienced the falconer.
