I submit extending the moratorium indefinitely or for as long as possible. Surface water and ground water should be for the local communities first, and must be managed sustainably.
The bottled water industry is a major source of plastic waste and shows no interest in cleaning up its act. Even plastic bottles that make it into the recycling stream are not necessarily recycled; and unlike glass and aluminum, plastic degrades and cannot be recycled indefinitely.
