73% of redtailed hawks alone die in there 1st year of life due to everything from electricution to being kicked out of their parents territory and not having the skills to survive. If a falconer takes an immature bird out of the wild and trains it and hunts with it, the bird has almost 100% chance of surviving that first year. It can then be easily returned to the wild for breeding stock. The same applies to other species of raptors. Allowing a wild take of raptors by falconers only makes sense.
