I think this sounds very reasonable. The lottery system just led to people rigging it by having family or friends apply. I haven't been involved in Falconry in about 5 years now due to living in apartments, but if I am ever to come back to it, getting a wild caught passage bird would be ideal.

A wild caught bird already has experience, and is great for a beginner.

If someone flies a wild bird and then decides it's not for them, they can release it, and it should be fine to fend for itself. Some people do that with captive bred birds, and it's almost like a death sentence.

The only thing I would suggest is making it so people can't trap a bird during the mating season. Taking a parent could be killing the young. Other than that, I support this idea.
