While I have nothing against the practice of falconry, I see no benefit to adding to the number of raptors that can be taken from the wild, or to the addition of Northern Goshawks to this list. No evidence is presented that this will no impact on their wild populations, all of which are in decline. I'd suggest to wait until 2025 when the results of the third Breeding Bird Atlas of Ontario are available and can provide evidence for these changes.
