Changes to the number of falcons that can be captured in Ontario and permitting the capture of Northern Goshawks should be deferred until after the publication of the third breeding atlas by the Ontario Field Ornithologists and its findings have been reviewed. There currently appears to be no scientific evidence to support the increased capture of birds of prey in Ontario. I write this as one who has studied birds on five continents over a period of more than sixty years.
