After only a quick look at the proposed regulation/legislation, it appears that "single-use items supplied with food and beverage products such as straws, cutlery, plates, stir sticks" will be covered for blue-box collection, but the source of these materials is not among the expanded "eligible sources" to which the regulation would expand blue box collection. Fast food outlets should be required to provide recycling receptacles on site and producers should be required to collect those materials for recycling. To not include fast food outlets would hamper public education about the new recycling regime, but to include them would greatly assist in public education.
