If you want to spur new business investments, you should strongly consider allowing third-party ownership. Most community groups have limited capital to invest and struggle to raise money. By allowing third-party ownership, community groups and developers will come together to realize these projects in more profound ways. The program will be much more successful if this is allowed and will be more equitable, as both groups that have the financial resources and those that don't will be able to develop projects.
