This is a logical and progressive measure as the current regime provides access to the roadway with powered vehicle without the oversight of licensing to demonstrative skill level.
It is an important distinction that a pedal assisted system is still usable with the battery not operational.
Thank you for developing proposals that close a loop hole as these mopeds require operator licensing regardless of power delivery
