The proposal regarding the vehicle and Operator/Passenger requirements is very good
It really describes (finally) what e-bike is and makes them different than mopped, motorcycle style e-bikes, etc, etc.
One item that could be added is the use of pedals like a regular bike. This will make the identification of an e-bike much easier. No "rotating" pedals, then, there is not an e-bike
