The Ministry of Transportation (MTO) implemented a five-year cargo e-bike pilot program as of March 1, 2021. Additionally, the e-bike redefinition proposal has been updated following analysis of feedback received and posted to the Environmental and Regulatory Registry for a 30-day comment period.

Cargo e-bike pilot program

E-bike redefinition

  • Following analysis of the feedback received from Ontarians and stakeholders, the ministry explored options for updating its e-bike redefinition proposal. Specifically, the ministry explored options for addressing larger e-bike styles (i.e., moped and motorcycle style).
  • Due to the proposal being updated, the ministry has decided to post the updated proposal for a period of 30 days to gather feedback.
  • Legislative amendments relative to this item have been included in Ontario’s Bill 282: Moving Ontarians More Safely Act.
  • The updated proposal seeks to redefine e-bikes to continue to permit traditional bicycle style e-bikes and to add two subclasses of e-bikes, which will capture moped and motorcycle styles separately.

Effects of consultation

The ministry reviewed all comments received through the Environmental Registry posting and where applicable updated the proposals to reflect considerations shared. Key considerations noted for the cargo e-bike pilot program included potential vehicle requirements or operator requirements which could increase safety. In terms of the e-bike redefinition proposal, the ministry has since updated proposal in response to specific considerations to require licence, registration and insurance for larger style e-bikes (i.e. moped and motorcycle style).

MTO is strongly committed to promoting the highest standards of safety for all Ontarians who travel on our roads, including drivers, cyclists, and pedestrians. Trends and technology are evolving, with an increased popularity of active transportation vehicles such as e-bikes and cargo e-bikes.

As a result, MTO is soliciting feedback to inform the development of a regulatory and policy framework surrounding e-bikes and examining a potential cargo e-bike pilot program.
