Where would scooter-style ebikes that weigh less than 65Kg and have a throttle fit in this scheme? They do exist and I have one?
What is being done about so called "mobility scooters" (ie with 3 or 4 wheels?). Some are being sold that have 500watt or larger motors and can achieve speeds of 32Kmh or even more. As far as I know these can be ridden virtually anywhere - sidewalks, parks, even in malls or stores. Yes these are needed for people who truly have disabilities, but I don't know of any regulations restricting who can sell buy/ride them.
If the proposed regulations are put in effect, I would not be surprised if manufacturers/vendors use this as a loophole to provide the scooter crowd an option.
