The administrative proposed changes are straight forward and can be implemented. I do believe that these new proposed requirements should be delayed until the pandemic is under control. Municipalities and operating authorities may be under reduced staffing levels. Additional administrative work that doesn't directly impact the safety of drinking water should be delayed at this time.
There should be additional clarification on what exactly needs to be public in regards to the operational plan (would all work instructions/SOPs and other procedures need to be available publicly?
The requirement to retain the operational plan for ten years after an audit. Does this mean we will have to retain a separate copy of the operational plan each year post audit? (this would result in 10 operational plans over ten years).
